As I discussed in Part 51 of this series, Rosemarie Leclair, chair of the Ontario Energy Board had an opportunity on September 14 to publicly defend her views on the appropriate administration of conflict of interest requirements applied to former OEB members. Ms. Leclair was presenting a talk to an Ontario Energy Association event that day on the subject of the future of electric utility regulation in the province. At that event, I questioned Ms. Leclair on her role in the recent move of Paul Sommerville, a full time Board member, directly to the senior regulatory position at Toronto Hydro. The Ontario Energy Board has posted a video of Ms. Leclair’s appearance at the OEA. The video has been edited to remove my exchange with Ms. Leclair.
