Themes: McGuinty’s power rate discount repeats the approach Ernie Eves introduced when he deficit financed electricity rates in an attempt to buy the election in 2003. Ontario’s off-coal program has undermined the reliability of Toronto’s electricity supply. The Mississauga power plant that McGuinty canceled was intended to strengthen the reliability of the power system in the GTA. The cancellation will be be costly and will also require some other solution to provide the reliability service the power plant would have met. The most likely solution will be a large, costly transmission system.
